Maryland Prisons Equip All Officers with Body‑Worn Cameras

The Maryland Department of Public Safety and Correctional Services (DPSCS) announced that every correctional officer at the state’s prisons is now wearing a body‑worn camera. The initiative, launched in May 2026, became fully operational in July after a phased rollout across all facilities.

Purpose and Expected Benefits

State officials say the cameras are intended to increase safety and accountability inside correctional institutions. By recording interactions between staff and inmates, the technology aims to provide an objective record that can be reviewed in the event of disputes, allegations of misconduct, or incidents that threaten the security of the facility.

Contract and Cost

Maryland entered into a ten‑year agreement with Axon Enterprise Inc., a company that supplies law‑enforcement video equipment. Under the contract, the state will pay approximately $4.1 million each year for the devices, data storage, and related services. The annual cost is funded through the state budget and therefore borne by Maryland taxpayers.

Implementation Details

All correctional officers received the cameras during a scheduled training session that covered proper usage, privacy considerations, and data‑management protocols. The devices are designed to activate automatically during inmate contact and to deactivate during private moments, such as personal breaks, in accordance with state policy.

Recorded footage is stored on secure servers managed by the vendor, with access limited to authorized personnel. Requests for video review must follow a formal process that includes a written justification and, when appropriate, a notification to the inmate involved.

Legal and Constitutional Context

Body‑worn cameras have become a common tool in law‑enforcement agencies across the country, often cited as a means to protect both officers’ and citizens’ constitutional rights. In the correctional setting, the technology is expected to help uphold due‑process protections for inmates while also safeguarding officers from unfounded accusations.

Reactions from Stakeholders

State officials highlighted the program as a step toward greater transparency. “Providing a clear, unbiased record of interactions helps maintain order and trust within our facilities,” said a DPSCS spokesperson.

Advocacy groups for prisoners’ rights expressed cautious optimism, noting that the effectiveness of the program will depend on strict adherence to privacy safeguards and timely access to footage when needed.

Looking Ahead

The ten‑year contract includes provisions for periodic technology upgrades and ongoing training. DPSCS plans to evaluate the program’s impact on incident rates, complaints, and overall facility safety after the first year of full implementation.

Maryland’s move aligns with a broader national trend of expanding video‑recording tools in correctional environments, reflecting a growing emphasis on accountability and the protection of constitutional liberties within the criminal‑justice system.
