Kremlin says call for Ukrainian wartime elections reveals internal divisions in Kyiv

In a statement to reporters on Wednesday, Kremlin spokesman Dmitry Peskov said the recent call by former Ukrainian defence minister Mykhailo Fedorov for wartime elections underscores profound disagreements inside Kyiv’s government. Peskov quoted Russian President Vladimir Putin as having repeatedly stressed the need for elections in Ukraine, arguing that without a fresh mandate President Volodymyr Zelenskiy lacks the legitimacy to negotiate directly with Russia.

Fedorov’s election proposal

Mykhailo Fedorov, who was dismissed from his post earlier this year, announced on Tuesday that Ukraine should hold a vote to address what he described as a “systemic crisis of governance” driven by corruption. He framed the election as the most significant internal challenge to President Zelenskiy since the full‑scale invasion began.

Ukrainian government’s stance

Ukraine’s authorities have consistently maintained that elections cannot be conducted while the country remains under martial law and is actively defending its territory. The government argues that holding a vote under current conditions would be impractical and could jeopardize national security.

Kremlin’s interpretation

Peskov characterized Kyiv’s political environment as “extremely heterogeneous,” suggesting that various factions are attempting to “fish in troubled waters.” He noted that some Ukrainian actors invoke democratic norms, while others do not, but asserted that the factual situation aligns with President Putin’s long‑standing position.

According to the Kremlin, the call for elections serves as evidence of internal discord and weakens Kyiv’s claim to represent the Ukrainian people in diplomatic talks. The Russian side implies that until a new, broadly supported election is held, any negotiations with Moscow would lack a solid constitutional foundation.

Implications for the conflict

The exchange highlights the ongoing information battle between Moscow and Kyiv, each seeking to shape international perception of the war’s legitimacy. While Ukraine stresses the necessity of maintaining a unified front under martial law, Russia continues to press the narrative that democratic renewal is essential for any meaningful peace talks.

Observers note that the debate over elections in a wartime setting is not new, but the timing of Fedorov’s statement—coming amid intensified fighting in the east—adds a new layer to the diplomatic discourse. Whether the proposal will gain traction within Ukraine’s political establishment remains uncertain, as the government balances the demands of wartime governance with calls for democratic accountability.
