Hamilton County and Cincinnati launch unified child‑protection partnership

In a historic effort to strengthen the safety net for children and families, Hamilton County and the City of Cincinnati announced a new coalition called Hamilton County Systems Partners. The partnership brings together thirteen agencies—including Cincinnati Public Schools, the City of Cincinnati, and the Hamilton County Juvenile Court—to create a more efficient, unified child‑protection system.

Why the collaboration matters

Officials note that children who enter the child‑protection system early are at higher risk for delinquent behavior later in life. By coordinating services, the coalition aims to address problems sooner, provide consistent support, and keep families together whenever possible.

Key components of the agreement

The agreement focuses on three main goals:

  • Unified case handling: Agencies will share information and resources to reduce duplication and speed up decision‑making.
  • Family engagement: The Family Pathways First initiative, launched in March, will accelerate outreach to families, helping them secure safe homes and necessary services.
  • Rapid response: When a child‑protection need arises, the coalition will work to shorten the time from initial report to resolution, building on successes from a recent pilot program.

Early results and expectations

Since its March launch, the Family Pathways First initiative has already served 33 families. Administrative Judge Kari Bloom emphasized the long‑term goal: “The ultimate change is we won’t be able to prove a negative, and say oh, now we have less kids in care because of our work, but that’s the goal. Less kids and families who come through the court, less kids and families who are living in hopelessness with extreme need, because we are all working together, finding those kids, finding the resources and providing it straight to them, instead of waiting for them to come through the system.”

Community impact

Local leaders see the partnership as a model for how government and nonprofit agencies can collaborate to protect vulnerable children while respecting the role of families and faith communities. By reducing bureaucratic delays, the coalition hopes to keep more children safely at home, lessen the burden on the juvenile court system, and ultimately lower rates of future delinquency.
