Westwood Holdings launches first Texas‑based power sector ETF on TXSE

Dallas – The Texas Stock Exchange (TXSE) celebrated a milestone on Thursday when Westwood Holdings Group listed its newly created Westwood Salient Enhanced Power and Infrastructure ETF, ticker PWRX. The fund is the first ETF to be launched directly on TXSE, underscoring the exchange’s rapid evolution from a regional trading venue to a full‑service capital‑markets platform for Texas‑based investors and companies.

What the PWRX ETF offers

PWRX is an actively managed fund that invests across the power sector, including traditional energy generation, utilities, grid and data‑center infrastructure, as well as emerging energy technologies. By targeting a broad mix of established and innovative assets, the ETF aims to give investors exposure to the entire energy value chain while keeping the focus on projects that have a strong Texas presence.

Why the launch matters for Texas

“Listing the first new ETF on the Texas Stock Exchange is a milestone we are proud to share with our home state,” said Brian Casey, Chief Executive Officer of Westwood Holdings Group. “This is what we believe the next chapter of American capital markets looks like, and it is being written in Texas.” Casey’s remarks highlight the strategic intent to keep capital formation and investment opportunities within the state, supporting local jobs and infrastructure development.

The launch follows Texas Capital’s recent transfer of two existing ETFs – the Texas Equity Index ETF (TXS) and the Texas Oil Index ETF (OILT) – from NYSE Arca to TXSE. Those moves gave the exchange its first primary ETF listings, and the addition of PWRX expands the product lineup to include an actively managed fund focused on power and infrastructure, a sector critical to Texas’ economic growth.

Texas Capital’s perspective

Rob C. Holmes, Chairman, President, and CEO of Texas Capital, said, “This milestone reflects our deep conviction in Texas, our confidence in the Texas Stock Exchange, and our belief that the companies, investors, and entrepreneurs driving economic growth in Texas deserve a differentiated world‑class capital markets platform built right here at home.” Holmes’ comments reinforce the broader vision of a self‑sustaining Texas financial ecosystem that can compete with traditional coastal exchanges.

Implications for investors

For Texas investors, the new ETF provides a convenient way to allocate capital to a sector that powers the state’s industry, data centers, and households. Because the fund is actively managed, investors can benefit from professional oversight that seeks to balance traditional energy stability with the upside of emerging technologies such as renewable integration and grid modernization.

Industry analysts note that the power sector remains a cornerstone of Texas’ economy, contributing billions of dollars in revenue and supporting thousands of jobs. By channeling investment through a locally listed ETF, the state can retain more of the financial benefits of capital inflows, potentially leading to greater reinvestment in Texas‑based projects.

Looking ahead

The Texas Stock Exchange’s rapid expansion of listings signals a broader trend of regional exchanges seeking to capture niche markets and provide alternatives to the dominant New York‑based venues. With the addition of PWRX, TXSE now offers three ETFs, each with a distinct focus: equity, oil, and power infrastructure. This diversified product suite positions the exchange to attract a wider range of institutional and retail investors who value proximity, regulatory familiarity, and a Texas‑centric investment outlook.

As the exchange continues to grow, stakeholders anticipate further listings that could include technology, real‑estate, and other sector‑specific funds, reinforcing Texas’ reputation as a hub for innovation and entrepreneurship.
