UK records unexpected £1.8 billion July budget deficit as spending outpaces tax receipts

Britain’s Treasury announced on August 21 that the nation posted an unexpected budget deficit of £1.8 billion (about $2.5 billion) for July. The shortfall emerged despite record self‑assessed income‑tax receipts, as inflation‑linked spending on social benefits and government services rose sharply.

Forecasts missed

Economists surveyed by Reuters had expected a balanced budget for the month, while the Office for Budget Responsibility (OBR) had projected a £500 million surplus – the first July surplus since before the COVID‑19 pandemic. Instead, the Office for National Statistics (ONS) reported that central‑government expenditure on social benefits increased by £2 billion compared with July 2023, and spending on goods and services, which includes staff costs, rose by £1.2 billion.

Borrowing and overall deficit

Borrowing for the first four months of the financial year reached £56.7 billion, exceeding the OBR’s estimate of £54.4 billion. Over the April‑July period, the cumulative deficit stood at £34.7 billion, slightly better than the OBR’s projection of £36.7 billion but still well above the fiscal target that requires the deficit to be balanced by the 2029/30 fiscal year.

Political context

The figures arrive as new Prime Minister Andy Burnham and Finance Minister John Healey prepare for the October budget. Healey emphasized that “fiscal discipline is the bedrock of our UK economic stability and national security,” pledging to meet the country’s fiscal rules while maintaining a buffer against global uncertainties.

Implications for households

Higher spending on social benefits reflects the ongoing pressure of inflation on households, with many families still coping with rising living costs. The increase in government outlays underscores the challenge of balancing support for citizens with the need to keep public finances sustainable.

Looking ahead

Analysts will watch the upcoming October budget for signals on how the government plans to address the deficit, manage inflationary pressures, and meet the 2029/30 balancing requirement. The current shortfall highlights the tension between providing immediate relief to families and adhering to long‑term fiscal responsibility.
