New Mixed‑Use Shelter and Apartments Open in Minneapolis to Aid Homeless

Minneapolis welcomed a major addition to its effort to combat chronic homelessness this week. Simpson Housing Services, backed by a New Markets Tax Credit and financing from J.P. Morgan, completed a mixed‑use building that houses a 40,000‑square‑foot emergency shelter on the first three floors and 42 permanent supportive‑housing apartments on the top two floors.

Emergency shelter offers immediate relief

The shelter provides a stable, warm place for individuals experiencing chronic homelessness to begin rebuilding their lives. Residents receive a bed, a hot meal and on‑site services such as case management, health‑care referrals and financial‑literacy assistance. The goal, according to Simpson’s Acting Executive Director Wendy Wiegmann, is to give people a safe foothold from which they can pursue longer‑term stability.

Permanent apartments create lasting homes

Above the shelter, Project for Pride in Living operates 42 permanent supportive‑housing units. These apartments are intended as long‑term homes, not temporary beds, allowing residents to establish routines, secure employment and maintain ongoing support services. The building’s design creates a continuum of care, moving people from emergency shelter to permanent housing under one roof.

J.P. Morgan’s broader community investment

J.P. Morgan highlighted the project as part of its American Dream Initiative, which seeks to scale local housing solutions nationwide. The bank reported that over the past five years it has invested $20 million in Minnesota nonprofit organizations, supported 39,000 small‑business clients and delivered financial‑health education to thousands of residents. Region Manager Kelly Swenson said the firm’s aim is to create inclusive economic opportunity for all Minnesotans.

Impact on the neighborhood

Local leaders and residents see the development as a step toward greater economic mobility for the surrounding community. By providing both immediate shelter and permanent housing, the project addresses a critical gap in services that often hinders residents from achieving self‑sufficiency. The mixed‑use building also adds commercial space to the block, contributing to downtown revitalization.
