Natrona County primary turnout drops to 51.7%, despite record voter rolls

Casper, Wyoming – The Natrona County primary on August 16 saw a turnout of 51.7% of registered voters, the lowest level in the past four primary elections. While the number of ballots cast increased modestly to 17,744, the county’s voter rolls swelled to 34,318, up roughly 30% from the 2024 cycle.

Registration outpaces voting

County Clerk Tracy Good noted the disparity, saying she could not pinpoint a single cause. “I heard people say ‘I’m sick of the mudslinging, so I’m not going to vote,’” Good told Oil City News. The comment reflects a broader sense of voter fatigue that may be influencing participation.

Republican dominance deepens

Republicans accounted for nearly 90% of the primary ballots, an increase from 81% in 2020. Over the same period, the Democratic share of the vote fell from about 16% to under 8%, roughly halving their presence in the county’s primary electorate.

Nonpartisan voters disengage

Nonpartisan, or independent, voters grew dramatically on the rolls, rising to 3,817 – almost double the 2024 figure. Yet their turnout plummeted, with fewer than 12% casting a ballot, down from 21% the previous primary. This makes the fastest‑growing voter bloc the least likely to influence the outcome.

In a county where Republicans hold nearly every elected office, the primary often serves as the decisive contest. National research from the Unite America Institute indicates that about 90% of U.S. House seats are effectively decided in low‑turnout party primaries, leaving independents and moderate voters with limited impact.

Turnout has been on a downward trend since a high of 63% in the 2022 primary, the election that saw Harriet Hageman defeat Liz Cheney. The 2024 primary recorded a 56.9% turnout, and the current cycle marks a further decline.
