The United States government has blacklisted a network of mining operations and executives accused of smuggling conflict minerals out of the Democratic Republic of the Congo (DRC) to fund the Rwanda-backed M23 rebel group.
Sanctions Target Rwandan Mining Companies
The penalties target two individuals and four businesses, including Gasabo Gold Refinery LTD and its chairman, Jean Malic Kalima, alongside three other Rwandan mining companies. According to U.S. officials, M23 and its financial backers exploit the DRC’s mineral resources to purchase weapons, pay combatants, and maintain an insurgency that has caused a severe humanitarian crisis in the region.
This action is tied to the implementation of the Washington Accords for Peace and Prosperity, an agreement between the DRC and Rwanda brokered by President Trump. A primary component of these accords is the Regional Economic Integration Framework, which focuses on establishing transparent, traceable, and fully legal mineral supply chains.
