Western North Carolina receives $23 million in interest‑free disaster loans as two‑year recovery from Hurricane Helene continues

Western North Carolina communities are set to receive nearly $23 million in interest‑free loans to aid ongoing recovery from Hurricane Helene, which devastated the region two years ago. The funding, announced by the North Carolina Department of State Treasurer, combines the full $20 million appropriated for the 2026 round of the Cashflow Loan program with an additional $2.7 million from earlier appropriations.

How the loans will be used

The Treasury says the loans are intended to cover rebuilding and cleanup costs while local governments await federal disaster assistance. Unlike previous rounds, which allocated funds based on federal paperwork, this year’s applications were submitted directly by counties and municipalities for specific projects and community needs.

Recipients include Buncombe, Henderson, McDowell, Polk and Rutherford counties – the same areas that received flash‑flood warnings on the day the announcement was made. Local officials anticipate the money will support road repairs, bridge reinforcement, water‑system upgrades, and the removal of debris that still hampers daily life in mountain towns.

State Treasury’s efficiency measures

The Treasurer’s Office highlighted the role of artificial intelligence and automation in reducing administrative costs. By using these tools to track loan disbursements and forecast repayment schedules, the office was able to allocate the entire $22.7 million to western communities without diverting funds for overhead.

All loans are interest‑free and must be repaid no later than June 30 2030. The Treasury expects timely repayment, noting that the program’s design encourages responsible fiscal management at the local level.

Demand far exceeds supply

For the 2026 round alone, the Treasury received more than $100 million in loan requests, underscoring the lingering impact of Helene on the region’s infrastructure and economy. While the current allocation addresses a portion of those needs, state officials say the program will continue to evaluate additional funding sources to meet the remaining demand.

Local response amid fresh rain

The funding announcement coincided with a heavy rain event that triggered flash‑flood warnings across the same counties. The National Weather Service reported between 2.5 and 4 inches of rain fell in the warned area, prompting a brief flood‑water surge that began receding after 3 a.m. Officials confirmed the warning expired at 5:45 a.m., but the timing reminded residents of the ongoing vulnerability to severe weather.

Community leaders welcomed the loan package, emphasizing that the interest‑free nature of the assistance eases the financial burden on already stretched municipal budgets. “These funds allow us to move forward with critical repairs without adding debt that would strain our taxpayers,” said a Buncombe County commissioner.

As western North Carolina continues its two‑year recovery, state legislators have set aside an additional $20 million for the next round of the Cashflow Loan program, signaling a long‑term commitment to rebuilding resilient infrastructure.
