On Tuesday, July 14, at about 8:15 p.m., Clark County Sheriff’s Office deputies and Vancouver police officers responded to a report of a sexual assault at Pacific Park Extreme Skate Park, located at 1515 NE 164th Avenue in Vancouver. Deputies contacted the 12-year-old victim and, based on the initial investigation, arrested 33-year-old Samuel Swan.
The Clark County Sheriff’s Office Special Victims Unit is leading the investigation. The suspect allegedly took the victim to a secluded area where the assault occurred. Swan was booked into the Clark County Jail on charges of first-degree kidnapping, first-degree rape, second-degree rape of a child, and outstanding felony warrants. This remains an active investigation. No additional information is being released at this time.
