Vancouver‑Clark County Homelessness Initiative Shows Overlap of Philanthropy, Public Funding and Local Journalism

Vancouver, WA – A growing network of public and private resources is shaping the city’s response to homelessness, with the Ed and Dolly Lynch Fund playing a central role. Clark County is contributing $4.85 million, including $2.75 million from opioid‑abatement funds and $2.1 million from the county’s mental‑health sales tax. Up to 30 % of shelter beds will initially be reserved for eligible Clark County residents living outside Vancouver under a formal City‑County Agreement.

Additional Philanthropic Support Extends Outreach

In September, the Lynch Fund provided a further $564,100 grant to fund up to four additional outreach positions as Vancouver expands its homelessness services into unincorporated areas of Clark County, such as Hazel Dell, Salmon Creek and Orchards. The county is also assigning a sheriff’s deputy to support the effort, and a community court is part of the broader response.

Regulatory Measures and Long‑Term Funding

Vancouver has introduced a 1,500‑foot restriction on camping and outdoor habitation around the Bridge Shelter, adding another layer of regulation to the existing outreach, shelter, law‑enforcement and community‑court components. The city has also established a dedicated business and occupation tax to help finance the shelter’s construction and ongoing operations, which are expected to continue for at least a decade.
