US Consulate in Milan Faces Labor Exploitation Allegations

Italian prosecutors are investigating Montgomery, Alabama-based Caddell Construction, a major builder of U.S. diplomatic missions, for allegedly underpaying foreign workers building a $350 million American Consulate in Milan. The workers, mostly from India, claim they were paid less than $2 an hour after being promised fair wages.

Investigation and Allegations

Two of Caddell’s managers in Italy were arrested this month on suspicion of labor exploitation. The investigation, led by prosecutor Paolo Storari, involves around 70 workers and alleges that Caddell illegally deducted room and board from wages and forced them to work 10-hour days, six days a week.

The workers provided documentation, including employment letters and pay stubs, to support their claims. They said they were threatened by human resources personnel at the job site after questioning management. The U.S. State Department and Caddell said they are investigating the allegations and cooperating with Italian authorities.

Response and Next Steps

Caddell stated that it is committed to treating and paying workers fairly and will continue to work with authorities to ensure the welfare of those working on the project. The State Department said it does not tolerate labor exploitation and is working with Italian authorities to address the allegations.

Unions intend to seek damages for the workers to recover at least what they earned through hard work and commitment. The investigation is ongoing, and work on the consulate project continues under court supervision.
