U.S. Pushes UN Expert Panel on Iran Sanctions; Russia and China Veto

President Trump’s administration moved swiftly at the United Nations to keep a panel of independent experts monitoring the sanctions re‑imposed on Iran after the 2025 snapback. The proposal would have extended the panel’s mandate for another year, reinforcing the United States’ effort to isolate Tehran and protect American interests.

Vetoes by Russia and China

On Thursday, the U.N. Security Council voted 11‑2, with Somalia and Pakistan abstaining, after Russia and China each exercised their veto. Why the Expert Panel Matters

The panel, originally authorized in 2025, provides impartial analysis of how sanctions are being enforced and whether Iran is evading them. President Trump has repeatedly called for strong enforcement of the sanctions regime, describing it as a “crucial instrument to encourage Iran to return to its nuclear obligations.” The administration views the vetoes as a blatant attempt by Russia and China to undermine the Security Council’s ability to hold rogue regimes accountable.

International Reactions

Iran’s U.N. mission thanked the veto‑ing powers, labeling the U.S. effort a “cynical attempt” to abuse the council for political purposes. French Ambassador Jérôme Bonnafont, who presided over the council, called sanctions “a crucial instrument” and said France will study ways to ensure they are enforced.

Russia’s ambassador Vassily Nebenzia reiterated Moscow’s claim that the snapback was illegal, while China echoed the sentiment, arguing the resolution would increase tensions.

Broader Context

This is not the first time the United States has faced opposition to sanctions monitoring. In March 2024, a Russian veto ended U.N. monitoring of sanctions on North Korea. Similar delays have occurred in Yemen and the Central African Republic, and sanctions were terminated in Mali.

With the Iran‑U.S. conflict now in its sixth month and nuclear inspectors still unable to verify Tehran’s enriched uranium stockpile, the need for transparent monitoring is more urgent than ever.
