U.S. Efforts to Locate and Identify Missing Service Members: Agencies, Partnerships, and Ongoing Challenges

By OBBM Network Editorial Staff

Derived from an episode of Forgotten History.

America spends more money searching for its lost soldiers than it does on many other national priorities, and the results are both heart‑breaking and hopeful.

The DPAA’s Central Role

The Defense POW‑MIA Accounting Agency (DPAA) sits at the core of the United States’ mission to account for missing personnel. Created in 2015 by merging several legacy groups, DPAA oversees every major recovery effort, from field excavation to forensic identification. It works hand‑in‑hand with the Armed Forces Medical Examiner System (AFMES) and the Armed Forces DNA Identification Laboratory (AFDIL) to turn skeletal remains into named individuals.

Families receive support through service casualty offices, which act as the primary liaison between relatives and the accounting teams. While these offices do not usually join field missions, they coordinate DNA sample collection, case updates, and official notifications, ensuring that the personal side of the mission stays front‑and‑center.

Historic Cases That Shaped the Hunt

One of the most famous MIA stories is the B‑24D Liberator known as the Lady Be Good. After vanishing on a 1943 raid over Naples, the aircraft was unexpectedly found in 1958 deep within the Libyan desert, remarkably intact but without bodies. The subsequent discovery of five crew members’ remains led investigators to conclude that the crew likely survived the crash and bailed out. As the transcript notes, “Answers finally came nearly 17 years after the bomber disappeared.”

Another poignant example is the 1944 B‑24 “Tulsa American,” which crashed into the Adriatic Sea. Decades later, a civilian diver located debris, prompting a DPAA‑led underwater recovery that identified First Lieutenant Eugene P. Ford using mitochondrial DNA and dental records. His burial at Arlington marked a rare success among the 71,783 World War II service members still listed as unaccounted for.

Partners, Technology, and Volunteer Contributions

The scale of the mission exceeds any single agency’s capacity, so DPAA relies on a broad coalition. Non‑profits such as History Flight and Bent Prop provide research, diving expertise, and logistical support for World War II and Pacific‑theater recoveries. Academic institutions, including the University of Wisconsin‑Madison, contribute forensic anthropology, isotope analysis, and archival research.

Advanced tools also play a vital role. Project Recover blends sonar mapping, robotics, and underwater archaeology to pinpoint wreck sites, while DNA laboratories compare recovered genetic material with family reference samples. The Department of State secures diplomatic clearances, allowing teams to operate in countries like Vietnam, Laos, and Croatia.

Evaluating the Cost, Time, and Impact

Since its inception, DPAA has identified 7,217 World War II missing personnel, yet the agency still lists over 71,000 from that conflict as unaccounted for. The Korean War, Vietnam, and more recent engagements also generate sizable case loads. Critics question whether the financial and human resources devoted to these searches could be redirected, but proponents argue that the moral imperative of closure outweighs monetary concerns.

“One of the greatest tragedies of war is the lack of closure for the families of those missing in action,” the program’s hosts emphasize, underscoring the emotional weight behind each recovered name. For families, the difference between uncertainty and certainty can shape generations, reinforcing the national commitment to “bring America’s missing home.”

As technology improves and international cooperation deepens, the United States may inch closer to accounting for every service member who vanished in conflict. Whether through desert excavations, oceanic dives, or DNA breakthroughs, the ongoing effort reflects a collective resolve to honor the fallen and heal the living.
