U.S. Announces Hospital Ship Deployment to Peru Ahead of El Niño Peak

In a meeting held in Miami, U.S. Ambassador to Peru Bernie Navarro and Peruvian Foreign Minister Carlos Espá outlined a new cooperation plan that includes sending the Navy hospital ship USNS Comfort to Peru’s Pacific coast next year. The ship, which previously operated in Peruvian waters in 2018 and 2019, is slated to arrive in February 2027, when meteorologists expect the El Niño phenomenon to reach its strongest phase.

Why the deployment matters for Peru

El Niño is a warming of the equatorial Pacific Ocean that can trigger extreme weather worldwide. Experts warn the upcoming event could rival the 1997 episode, which produced severe heat waves, heavy rains, flooding and forest fires across the region. President Keiko Fujimori, who took office on July 28, has identified mitigating the climate threat as a top priority for her administration.

During the Miami talks, Minister Espá presented a “road map” that calls for U.S. assistance in equipment, technical expertise and aerial overflights to monitor, prevent and respond to the climate impacts. While the exact dollar amount of the aid was not disclosed, the plan also includes coordination with U.S. business leaders interested in mining and infrastructure projects in Peru.

Broader U.S. humanitarian effort in South America

The hospital‑ship deployment follows recent U.S. humanitarian responses to natural disasters in the region, including accelerated aid after earthquakes in Colombia and Venezuela. Navarro noted that faster coordination could have improved the U.S. response to the Colombian quake, underscoring the importance of the new partnership framework.

USNS Comfort, a 1,000‑bed floating medical facility, provides surgical, intensive‑care and outpatient services. Its presence in Peru is expected to bolster local health capacity, especially in remote coastal communities that may face limited access to care during extreme weather events.

What residents can expect

Peruvian officials say the ship will work alongside local health authorities, offering medical treatment, training for Peruvian staff and support for emergency response teams. The deployment is part of a larger effort to strengthen bilateral ties and improve disaster‑preparedness on the Pacific coast.

Both governments emphasized that the collaboration respects Peru’s sovereignty and aims to complement, not replace, national efforts. The initiative reflects a growing trend of U.S. engagement in the region that blends humanitarian aid with economic partnership.
