Texarkana Board Revises Fire Truck Loan to Meet State Financing Limits

During a brief regular meeting on Monday, the Texarkana, Arkansas Board of Directors took decisive action to ensure the city’s fire department receives a new pumper truck under financing that complies with state law. The board approved a revision of the loan term from ten years to the maximum five‑year period allowed for such purchases.

Financing correction aligns with state requirements

City Manager Tyler Richards explained that the original ordinance, approved on June 1, mistakenly set a ten‑year financing schedule. Arkansas law caps financing for fire‑equipment purchases at five years, prompting the board to revisit the matter. After reviewing three proposals, the board selected Commercial National Bank, which offered the lowest interest rate at 3.75%.

The new pumper truck, priced at more than $675,000, will replace an aging 2012 unit that fire officials plan to move into reserve status. The upgrade is part of the city’s ongoing commitment to public safety and reliable emergency response.

Additional board actions

In other business, the board approved tax liens on 17 properties identified as “weed lots” to recover municipal costs for mowing these parcels. By consent, the board also authorized three street‑improvement contracts:

  • An engineering contract with Spears Engineering Company LLC for design work on Meadowview Drive, Pine Trail Street, East 15th Street, East 37th Street, and Northern Hills Drive.
  • A construction contract with Francis Excavating for improvements on Lonoke Avenue, Broadmoor Drive, and Pinson Drive.
  • A construction contract with Contech Contractors for work on Sammy Lane, Forest Street, Harris Lane, and Rocky Creek Road.

These projects aim to enhance road conditions and support the city’s infrastructure needs.

Community impact

The financing revision ensures the fire department can acquire the new pumper without exceeding legal limits, safeguarding taxpayers while maintaining essential emergency services. The street‑improvement contracts signal continued investment in local roadways, benefiting residents and businesses alike.

Board members expressed confidence that these actions reflect responsible stewardship of city resources and a commitment to public safety and infrastructure quality.
