Socorro ISD Anticipates Balanced Budget Amid Financial Challenges

The Socorro Independent School District (SISD) is on track to approve a balanced budget for the second consecutive year, as it continues efforts to rebuild its financial reserves. The district plans to adopt a $465.5 million budget with a $550,000 surplus, which will help cover operational costs for the SISD Aquatics Center.

Financial Strategy and Challenges

Superintendent James Vasquez highlighted the district’s ongoing financial challenges, noting the need for a $30 million short-term loan to manage payroll while awaiting state funding. Despite these hurdles, SISD aims to increase its unassigned fund balance with projected surpluses of $2 million next year and $3 million the following year.

In contrast, El Paso and Ysleta ISDs are facing significant financial difficulties, with El Paso ISD considering financial exigency to manage its budget shortfalls. These challenges underscore a broader statewide issue of insufficient funding, which Vasquez emphasized impacts students the most.

Budget Priorities and Tax Implications

Chief Financial Officer David Solis outlined the district’s priorities, including technology upgrades and infrastructure improvements, which will influence future budget discussions. While SISD employees will not receive raises beyond those implemented in 2025, the district is considering a voter-approval tax ratification election (VATRE) to generate additional revenue. Homeowners may see changes in their property tax bills as the district sets a new tax rate.

Despite a projected decline in student enrollment, SISD plans to maintain financial stability with continued budget surpluses. The district has already reduced administrative and campus staff to cut costs, a move that has contributed to its financial recovery.

As SISD prepares for a public hearing on June 17 to finalize its budget, it remains committed to strengthening its financial position while navigating the challenges posed by state funding and demographic shifts.
