San Antonio City Council Seeks Voter Approval to Extend Pre‑K 4 SA for 20 Years

San Antonio City Council approved a measure to put the city’s flagship early‑childhood program, Pre‑K 4 SA, on the November ballot. Voters would decide whether to reauthorize the program for another 20 years, extending the sales‑tax funding that has supported it since its 2012 inception under former Mayor Julian Castro.

What the extension could mean for families

Pre‑K 4 SA CEO Sarah Baray told council that a longer funding timeline would allow the program to increase toddler and infant seats, either at its own campuses or through partner providers in the San Antonio Shared Services Alliance. The South Education Center already added 40 toddler and infant spots last year, and Baray said more seats could be created through a mix of direct expansion and coaching for other providers.

The proposal also targets families who work non‑traditional hours. Pre‑K 4 SA is piloting a “drop‑in” childcare model at three centers, testing the costs of overnight beds, staffing and equipment needed for night‑time care. If voters approve the measure, the program would scale that pilot and explore public‑private partnerships to keep high‑quality early learning affordable.

Funding and accountability

The program runs on a 1/8‑cent sales tax that generated a $62 million budget for the current year, covering direct education services, business support, professional development for other providers, partnerships with local school districts and wrap‑around services. Councilwoman Marina Alderete Gavito (D‑7) questioned whether the program’s current enrollment justifies the cost, noting the $31,000 per‑student figure. Baray responded that the budget is a comprehensive investment that cannot be broken down so simply, emphasizing the program’s broader impact on workforce development and childcare deserts.

Independent research cited by Baray shows that children who attend Pre‑K 4 SA for one year enter kindergarten more prepared than the average Bexar County student, with two‑year participants showing even higher readiness scores.

Baray and her team will return to council with more detailed projections and a voter‑guide package in the coming weeks. The measure will appear on the November ballot, giving San Antonio families a direct voice on the future of early‑learning services in the city.
