Salem-Keizer summer school boosts reading gains for first and second graders

Salem‑Keizer Public Schools used a $1 million state literacy grant to run an intensive four‑week summer program for roughly 1,000 elementary students. Preliminary testing shows the youngest participants—first‑ and second‑grade pupils—made the most dramatic reading progress.

Reading growth outpaces a regular school year

District officials report that first‑ and second‑graders improved their reading accuracy at a rate normally achieved over two and a half months of regular classroom instruction. In contrast, third‑ and fourth‑graders displayed gains comparable to the typical school‑year pace, raising their accuracy by about the same margin.

How the program worked

The grant funded daily literacy workshops, small‑group tutoring, and supplemental reading materials. Teachers emphasized phonics, fluency, and comprehension strategies, while volunteers provided one‑on‑one support. Parents were invited to attend weekly briefings, reinforcing the district’s commitment to parental involvement in their children’s education.

District leaders praise the results

Superintendent Dr. Michele Miller praised the outcomes, saying, “These gains demonstrate that focused, faith‑grounded instruction can lift our youngest learners quickly and effectively.” She added that the district plans to expand the program next summer, seeking additional state support to reach more families.

Community response

Local parents expressed gratitude, noting that the extra reading time helped their children stay on track after a challenging school year. “I saw my son read whole sentences without stumbling,” said Maria Gonzalez, a mother of a second‑grader. Community volunteers, many from local churches, highlighted the partnership between schools and faith‑based groups as a key factor in the program’s success.

Looking ahead

The district will continue to monitor student progress through the fall semester, using the data to refine curriculum and allocate resources. Officials hope the model can serve as a template for other Oregon districts seeking to close literacy gaps, especially in areas where families rely heavily on public schools for academic support.

With the state’s continued investment in literacy, Salem‑Keizer aims to ensure that every child—regardless of background—has the tools to succeed academically and uphold the family values that strengthen our community.
