Pinellas County Task Force Investigates Death of Man After Struggle With St. Petersburg Police

On August 22, 2026, a 48‑year‑old man named Brian Michael Pepal died after a violent encounter with St. Petersburg police officers who were responding to a mental‑health crisis call. The incident occurred at approximately 10:52 a.m. at a residence on 7296 5th Street North in St. Petersburg, Florida.

What led to the confrontation

A woman flagged down a police officer to report that her adult stepson was experiencing a mental‑health emergency nearby and needed assistance. Officers arrived to conduct a welfare check. According to the agency’s report, Pepal stepped outside after officers knocked on the door and immediately launched a physical attack against them.

Police response and the fatal outcome

Officers defended themselves and forced Pepal to the ground in order to restrain him. Once he was secured, officers discovered that he was no longer breathing. They performed CPR and other life‑saving measures at the scene while waiting for paramedics.

Paramedics arrived, transported Pepal to a local hospital, and medical staff pronounced him dead. One responding officer was taken to the hospital for treatment of non‑life‑threatening injuries sustained during the struggle.

Investigation underway

The Pinellas County Use of Deadly Force Investigative Task Force, an independent body created in 2020 to review deadly‑force incidents, is handling the inquiry. The task force’s mandate is to ensure transparency and accountability outside the involved agency.

Authorities have stated that none of the force used by the officers involved intentional deadly force. Pepal had pre‑existing medical conditions, and the exact cause of his cessation of breathing remains undetermined pending an autopsy by the Medical Examiner.

Legal and procedural context

Under Florida’s Marsy’s Law, enacted July 1, the identities of the officers involved are withheld for 72 hours following the incident. The task force will release further details as the investigation progresses.

The case highlights ongoing concerns about how law‑enforcement interacts with individuals experiencing mental‑health crises, a topic that has prompted many jurisdictions to review de‑escalation training and crisis‑intervention protocols.

Community response

Local residents and advocacy groups have expressed a desire for a thorough, transparent investigation. While the task force operates independently, community members are watching closely to ensure that any findings lead to appropriate policy or procedural adjustments.

St. Petersburg officials have not yet announced any changes to police procedures pending the outcome of the investigation.

Next steps

The task force is expected to release a preliminary report within the coming weeks. The final autopsy results and any recommendations for law‑enforcement practice will be made public in accordance with state law.
