Palm Beach County warns Amendment 3 could cripple municipal services

Palm Beach County Administrator Joseph Abruzzo cautioned residents that Amendment 3 – a statewide property‑tax reduction measure slated for the November 3 ballot – could leave many local municipalities financially insolvent. Abruzzo explained that the amendment would slash property‑tax collections, and some towns and cities in the county rely heavily on those funds to cover debt service and basic operations.

Potential impact on local budgets

“I don’t want to put anybody on the spot, but if you look at the millage rate of what their intake is, and then if they had this substantial cut due to Amendment 3, plus their debt service, they would not be able to survive,” Abruzzo said during a Monday briefing. He warned that without the projected revenue, municipalities could struggle to keep essential services running, including police, fire, road maintenance and park upkeep.

Fire rescue could feel a $150 million hit

One of the most immediate concerns highlighted was Palm Beach County Fire Rescue. Abruzzo estimated a $150 million reduction in the agency’s budget over the first 24 months if the amendment passes. The fire department, which operates on its own tax line, could see cuts that affect response times and equipment replacement.

County may have to step in

Should a municipality become insolvent, Abruzzo said the county could be forced to assume responsibility for services such as roads, bridges, parks and first‑responder operations. That would place additional strain on the county’s own budget, potentially leading to higher taxes elsewhere or reduced services county‑wide.

State officials’ perspective

Florida Chief Financial Officer Blaise Ingoglia has urged local governments to prioritize core services while seeking ways to provide property‑tax relief. Abruzzo pushed back, emphasizing that the fire department’s dedicated tax line makes it especially vulnerable to the amendment’s cuts.

Voter guidance

While the administrator stopped short of endorsing a specific vote, he urged residents to consider the practical consequences of the measure. “This amendment really should say we are going to cut the police and fire. This is the defund the fire, defund the police amendment, to me,” he said.

What voters need to know

Amendment 3 appears on the November 3 general‑election ballot across Florida. Voters will decide whether to approve the property‑tax reduction, which proponents argue will lower homeowners’ costs, and opponents warn could jeopardize local government solvency. Palm Beach County officials will continue to monitor the debate and assess any fiscal adjustments that may become necessary after the vote.
