Oregon’s $3.5B Freeway Project

The Oregon Department of Transportation’s (ODOT) Rose Quarter freeway widening project has seen its costs balloon to $3.5 billion, making it the second most expensive highway project in the United States. The project, which aims to widen a 1.5-mile stretch of freeway, now costs roughly $2.3 billion per mile.

Cost Increases and Funding Gap

The project’s cost estimates have increased seven-fold since the Oregon Legislature approved an initial $450 million allocation in 2017, resulting in a current $2 billion funding gap. ODOT’s deceptive accounting practices, including low-balling initial cost estimates and relying on over-optimistic revenue assumptions, have contributed to the project’s financial woes.

ODOT’s long-running mismanagement has led to a reign of error, with the agency now functionally insolvent due to persistent and growing mega-project cost overruns. The Rose Quarter project is just one example of ODOT’s mismanagement, with the agency’s liabilities exceeding its stream of revenues.

Consequences and Criticisms

The project’s cost explosion has been criticized by many, including Oregon Congressman Peter DeFazio, who has lambasted ODOT for its mismanagement of the project. The agency’s failure to own up to its mistakes and its reliance on deceptive tactics to secure funding have eroded public trust.

The Rose Quarter project is not an isolated incident, with many of ODOT’s major construction projects experiencing significant cost overruns. The agency’s mismanagement has led to a culture of waste and inefficiency, with taxpayers footing the bill for the agency’s mistakes.
