NYC congestion toll shows little impact on Manhattan air quality after first year

New York City’s congestion‑pricing program, which began charging passenger vehicles $9 to enter Manhattan’s Congestion Relief Zone in January 2025, has not delivered the promised air‑quality gains, according to the city’s own health department analysis released Friday.

Traffic down, pollution unchanged

The Health Department examined four traffic‑related pollutants inside the zone over the first year of the program. While traffic volume fell about 11%, overall pollutant concentrations remained largely unchanged and the data showed no statistically significant improvement that could be linked to the toll.

City officials noted that vehicles account for only roughly 10% of New York’s total emissions. The majority of the city’s pollution comes from heating and hot‑water systems in its dense building stock, restaurant exhaust, and power plants that supply electricity to the nation’s most populated city.

Program details and costs

The toll applies to passenger vehicles traveling below 60th Street during peak hours—weekdays 5 a.m. to 9 p.m. and weekends 9 a.m. to 9 p.m.—and is charged once per day for E‑ZPass users. Off‑peak travel incurs a $2.25 charge. Drivers without an E‑ZPass face toll‑by‑mail rates that are about 50% higher than the standard charge.

Governor Kathy Hochul has continued to tout the program as a “once‑in‑a‑lifetime success story,” citing reduced gridlock, faster trips, safer streets, and funding for mass‑transit upgrades. However, the new health data suggest that the environmental benefits may be limited.

Political opposition

President Donald Trump and Transportation Secretary Sean Duffy have publicly opposed the toll, with Duffy calling it “a slap in the face to working‑class Americans and small business owners.” The Trump administration attempted to withdraw federal approval for the program, but a federal judge ruled the effort unlawful in March.

Critics on social media have seized on the findings, arguing that the toll represents an additional financial burden on commuters, small businesses, and working families without delivering the promised cleaner air.

What’s next?

Despite the mixed results, the congestion charge remains in place. City officials say the program will continue to generate revenue for transit improvements, even as they monitor its long‑term impact on traffic patterns and public health.
