Japan calls U.S. sanctions on ICC and its president “very unfortunate”

Japan’s foreign ministry issued a statement on Wednesday expressing disappointment over the United States’ decision to impose sanctions on the International Criminal Court (ICC) and its president, Judge Tomoko Akane. The ministry described the move as “very unfortunate” and reiterated Japan’s long‑standing support for the court’s mission.

Japan’s position on the ICC

In the statement, the ministry said Japan has consistently backed the ICC in its efforts to prosecute and punish the most serious crimes that concern the international community. It emphasized that a strong, independent ICC is essential for upholding the rule of law worldwide.

“Japan has consistently supported the ICC … in its efforts to prosecute and punish the most serious crimes of concern to the international community and to uphold the rule of law,” the ministry wrote. “Japan will remain committed to strengthening the rule of law in the international community while maintaining communication with related countries.”

Context of the U.S. sanctions

The United States announced sanctions targeting the ICC and Judge Akane, citing concerns over the court’s investigations that the U.S. government says could affect American personnel abroad. The sanctions represent a sharp escalation in the ongoing tension between Washington and the ICC, which has faced criticism from several countries for perceived overreach.

Japan’s response underscores a broader diplomatic divide. While the United States has taken a hard line, many allies, including Japan, continue to view the ICC as a vital institution for global justice and accountability.

Implications for international relations

Tokyo’s statement signals that Japan intends to keep diplomatic channels open with the United States despite the disagreement. By emphasizing “communication with related countries,” the ministry suggests a willingness to engage in dialogue to resolve the dispute.

The episode also highlights the challenges faced by multilateral institutions when major powers take unilateral actions that could undermine collective efforts to address war crimes, genocide, and crimes against humanity.

Looking ahead

Japan’s foreign ministry did not indicate any immediate policy changes in response to the U.S. sanctions. Instead, it reaffirmed a commitment to the rule of law and to working with international partners to ensure that the ICC can continue its work without undue political interference.

Observers will be watching how the United States and its allies navigate this diplomatic friction, and whether further measures will be taken on either side.
