North Carolina Embraces Online Charter Schools Amid Policy Changes

In North Carolina, recent legislative changes have led to a notable increase in the establishment of online charter schools, providing families with more educational options. The Charter School Review Board (CSRB) has approved several new remote charter schools, including Mountain Community Online School, a tuition-free, fully remote institution.

Legislative Shifts and School Choice

The North Carolina General Assembly passed Senate Bill 254, transferring significant authority over charter schools from the State Board of Education to the CSRB. This move, despite a veto from Gov. Josh Stein, allows the CSRB to approve charter schools independently, a decision that has sparked debate among educators and policymakers. Critics argue that the board is heavily influenced by charter school advocates, potentially sidelining traditional public schools.

The bill also facilitates the creation of stand-alone remote charter schools by allowing existing charter schools with remote academies to expedite the approval process. This has led to the approval of schools like Pine Springs Preparatory Virtual Academy and Innovation Career Academy, alongside Mountain Community Online School.

Meeting Educational Demand

Jeff Morris, executive director of The Mountain Community School, highlighted the growing demand for flexible educational options. A 2024 report indicated a waitlist of up to 85,000 students for charter schools, suggesting significant interest in alternatives to traditional public schooling. Morris emphasized the importance of flexibility, noting that many families seek educational environments beyond the conventional school setting.

Mountain Community Online School aims to address these needs by partnering with Edmentum, an online learning platform that provides licensed teachers for real-time and recorded lessons. The school also offers success coaches to support students’ engagement and development through projects designed to enhance communication and collaboration skills.

Challenges and Opportunities

While online learning presents challenges, such as lower student performance compared to in-person classes, Morris believes that strong relationships and support systems can lead to successful outcomes. He points out that many students thrive in online dual enrollment programs, suggesting potential for success in remote charter schools.

As North Carolina continues to explore educational innovations, the rise of online charter schools reflects a broader trend towards school choice and flexibility, aligning with the needs of diverse student populations.
