Michigan Teacher Salaries Down 29% Since 1995, Study Shows State Lags Nationwide

LANSING, Michigan – A new report from Michigan State University’s Education Policy Innovation Collaborative (EPIC) reveals that Michigan teachers have suffered the steepest inflation‑adjusted pay decline of any state over the past three decades. Average teacher compensation dropped from an inflation‑adjusted $100,064 in 1995 to $71,023 in 2025 dollars, a 29% decrease.

Starting salaries fall behind national average

The study shows the state’s average starting teacher salary in 2025 was about $43,093, placing Michigan 45th nationally. In 2017 the state ranked 31st, indicating a sharp slide in just ten years. The starting pay is roughly $5,000 below the national average, while the overall average salary ranking slipped to 22nd, down from a historic top‑10 position that Michigan held from 1970 through 2007.

Public opinion backs higher pay

EPIC surveyed 1,000 Michigan adults about teacher compensation. Nearly 72% said starting salaries should increase, and respondents suggested an appropriate starting figure of $55,074—about $12,000 higher than the current average. For experienced teachers, 40% favored higher pay, 50% wanted salaries to stay the same, and 10% said they should decrease. Survey participants indicated an experienced‑teacher salary of roughly $75,300.

Potential policy options

Researchers identified two possible approaches to raise pay: creating a statewide salary schedule that ties raises to experience or performance, and establishing a statewide minimum salary for new teachers. About two‑thirds of surveyed Michiganders supported a minimum teacher salary.

State lawmakers have already allocated funds for an educator compensation program for fiscal year 2026, allowing districts to use money for salary increases and retiree health‑benefit costs. However, EPIC researchers say these steps have not halted the long‑term downward trend.

Implications for families and communities

Lead researcher Jason Burns emphasized that teacher compensation affects not only educators but also student outcomes and community well‑being. “When students succeed, the economy is stronger, there’s less reliance on social services, and everyone benefits from a strong education system,” Burns said.

The study underscores a growing challenge for Michigan’s schools: attracting and retaining qualified teachers while salaries lose purchasing power. With strong public backing for higher pay, the findings may influence upcoming legislative discussions on education funding and workforce stability.
