Massachusetts Governor Healey pushes independent AI safety reviews and faster incident reporting

Boston, MA — Governor Maura Healey is urging the Legislature to embed stronger safeguards for artificial intelligence (AI) in the pending “Mass Wins” economic‑development bill. In a letter to the conference committee overseeing the bill, the governor asked for two key additions: an independent review process for the most powerful AI models and a requirement that companies report serious safety incidents sooner.

Independent safety evaluations

Healey’s proposal calls for a clear pathway that allows state, academic and industry experts to conduct safety assessments of advanced AI systems, rather than leaving the decision entirely to the companies that build them. The governor argues that a collaborative framework will help develop robust safety standards and build the expertise needed to evaluate emerging technologies.

Earlier reporting of serious incidents

The governor also wants the bill to require AI firms to notify state officials promptly when a significant safety incident occurs. Faster reporting would give Massachusetts regulators greater visibility into potential risks and the ability to intervene before additional harm reaches the public.

Balancing innovation and protection

Healey emphasized that AI holds “enormous potential to drive scientific discovery, strengthen key industries, improve public services, and create new opportunities for businesses and residents across Massachusetts.” At the same time, she warned that the rapid pace of AI development raises “serious concerns about safety, accountability, privacy, civil rights, the future of work, and public trust.”

“We cannot allow this technology to move faster than our ability to put appropriate safeguards in place, and we can’t let the responsibility for managing these risks rest with technology companies alone,” the governor wrote. “We need strong action on both the state and federal levels.”

Legislative context

The “Mass Wins” bill is currently being negotiated in the state Legislature. The Senate version already includes provisions related to AI, and Healey is seeking to ensure the final version adopts her recommendations. If enacted, Massachusetts would join a growing number of states that are crafting frameworks to govern AI safety and transparency.

National trends

Across the country, state governments are beginning to address AI oversight, with several introducing legislation that mirrors the governor’s focus on independent safety reviews and incident reporting. While the federal government continues to explore a national AI strategy, Healey’s push reflects a broader movement to balance technological advancement with public protection.

What’s next?

Healey’s letter signals a clear intent to shape the final language of the “Mass Wins” act before it reaches the governor’s desk. The governor’s office plans to work closely with legislators, industry leaders, and academic researchers to refine the proposed safeguards. Stakeholders are expected to provide feedback during the upcoming public hearing period.

For Massachusetts businesses and innovators, the governor’s approach aims to preserve the state’s competitive edge while ensuring that AI development proceeds responsibly. The outcome of the legislative debate will set a precedent for how the Commonwealth manages emerging technologies in the years ahead.
