Kissimmee mayor impeachment vote deadlocked, proceedings paused

On Tuesday night the Kissimmee City Commission voted 2‑2 on whether to accept articles of impeachment against Mayor Jackie Espinosa. The split left the motion deadlocked, meaning the city will not move forward with impeachment at this time.

Background and allegations

The articles stem from a special prosecutor’s recommendation that Mayor Espinosa violated ethics rules tied to a COVID‑19 relief grant program. The prosecutor alleged that the mayor’s actions may have breached state ethics statutes, prompting the city’s consideration of formal impeachment.

Mayor Espinosa’s legal team argued that the appropriate venue for the investigation is the Florida Commission on Ethics. Attorney Migdalia Perez told commissioners, “The responsible decision is to vote no, reject the proposed articles and permit the Florida Commission on Ethics to complete its investigation.”

Commissioners’ split decision

Two commissioners voted to accept the articles, while two voted to reject them. With no majority, the motion failed, and the city announced it would not pursue further action until the state ethics process concludes.

UCF political‑science professor Aubrey Jewett noted that the state Ethics Commission is already reviewing the case and that a local investigation or indictment could still follow. “There’s the State Ethics Commission, which is definitely already involved, but there could also be a local investigation,” Jewett said.

State ethics hearing pending

Mayor Espinosa is scheduled to appear before the Florida Commission on Ethics later this month. The commission’s findings could lead to fines, penalties, or a recommendation that the governor suspend or remove the mayor, according to Rollins College political‑science assistant professor Patrick Rickert.

Rickert cautioned that the ethics review might result in no further action, leaving the mayor’s political future ultimately in the hands of voters.

Mayor’s response

When asked how her team is preparing, attorney Michele Lebron said, “The same way we prepare for every other case.” The mayor’s office has not indicated any immediate changes to city operations.

The deadlocked vote underscores the tension between local governance and state oversight. While the city commission halted impeachment, the pending state ethics hearing will determine whether additional consequences are warranted.
