King County moves to strengthen ethics and grant oversight

King County leaders are taking concrete steps to address the public’s growing concern about government corruption. A recent Gallup poll shows a record 89% of Americans believe corruption is widespread, and local officials see an opportunity to set a positive example.

Recent misconduct prompts action

The Seattle Times reported that a county employee oversaw about $813,000 in grant payments to businesses linked to five of her relatives. An investigation by the Office of the Ombuds into the Department of Community and Human Services (DCHS) also uncovered improper payments and possible fraud.

Legislative response

In response, the King County Council unanimously approved a comprehensive grant‑reform package sponsored by Councilmember Reagan Dunn. Councilmember Dembowski introduced legislation to create a new Inspector General Division, and the Council passed an ethics reform ordinance drafted by Dunn to close gaps in conflict‑of‑interest laws. County Executive Dow Constantine announced a Better Government Executive Order to further improve accountability and transparency.

Audits and findings

After years of calls for audits of community diversion and grant programs, the State Auditor and the County Auditor conducted a review of DCHS. The audit revealed disturbing findings of potential fraud and waste, reinforcing the need for stronger oversight.

While these measures alone will not instantly restore full public confidence, they represent a significant start toward making King County a model of transparent and accountable local government. The next phase will focus on implementing the reforms, ensuring they are enforced, and continuing to prioritize financial responsibility over partisan politics.
