Kentucky is emerging as a prime location for data center investments, thanks to favorable electricity rates and available land, according to a report by the Kentucky Energy Planning and Inventory Commission. However, the report also emphasizes the need for regulatory measures to protect ratepayers.
Local Debate on Development Approach
The Louisville Metro Council is currently engaged in discussions on how to manage the growth of data centers in the area. Councilwoman Jennifer Chappell has reintroduced a proposal for a moratorium on new data center developments. This proposal aims to provide the city with more time to update its codes to include data centers effectively. Despite her efforts, the moratorium did not advance in the recent planning and zoning committee meeting.
Chappell expressed frustration over the council’s resistance to the moratorium, stating, “I think that this is a nonpartisan issue, but for some reason, on our council, it’s been difficult to get this very simple moratorium passed. It’s really disheartening.”
Economic Benefits and Concerns
On the other side of the debate, Metro Councilman Anthony Piagentini argues that the moratorium could deter future development. He highlights the economic benefits of the ongoing Camp Ground Road data center project, which is expected to generate approximately $45 million in tax revenue for Jefferson County Public Schools and $10 million for Metro Government.
“Any legitimate concerns, we’re going to listen to them; we have listened to them, and we’re going to incorporate it into this new guidance,” Piagentini said. “At the same time, we’re not going to be over reactionary and tell businesses of the future that they’re not welcome here.”
