Jackson Town Council Begins Discussion on Allowing Dogs in City Parks

Jackson, WY — At its Monday meeting, the Jackson Town Council took the first formal step toward reconsidering the town’s longstanding prohibition on dogs in public parks. The council approved a motion to commission a scoping study that could lead to updated regulations, potentially allowing leashed dogs in certain parks by the summer of 2027.

Current ordinance and the proposed review

Under the existing ordinance, it is unlawful for any dog owner to bring a dog to any town park, including Town Square, Mike Yokel Park, Miller Park, Phil Baux Park, Powdernhorn Park, and Garaman Park. The rule applies uniformly, without distinction between leashed and unleashed animals, and the only designated off‑site dog area is a seasonal space set up each winter at the fairgrounds.

During the meeting, Director of External Affairs Susan Scarlata presented a scoping report outlining the work required to develop a revised policy. Scarlata estimated that the effort will involve 35 to 50 staff hours and a “significant amount” of community engagement, indicating that the town intends to gather input from residents, pet owners, and other stakeholders before any rule changes are drafted.

Council members weigh in

Councilors Devon Viehman and Alyson Spery expressed enthusiasm about moving the discussion forward, noting that many residents have asked for a more flexible approach to pet ownership in public spaces. Councilor Kevin Regan said he was unsure where he stood on the issue but felt the conversation was “worth having.” He emphasized that any eventual policy should reflect broad public input.

The council’s unanimous vote to begin the study signals a shift from the town’s previous stance of a total ban. While no timeline was set for a final decision, the scoping phase is expected to conclude with a draft proposal that will be presented to the council for further deliberation.
