Indiana Secretary of State Defends IT Contract and Salary Increases

The Indiana Secretary of State’s office is under scrutiny after approving a $90,000 payment to Maverick Quantum Inc., a software company, from the Securities Restitution Fund. This fund is typically used to compensate victims of securities fraud. The payment was part of a broader technology modernization project for the Securities Division, according to office spokesperson Lindsey Eaton.

Contract and Spending Details

The original no-bid contract with Maverick Quantum, signed in January 2025, had a maximum value of $1.15 million, which was later amended to increase its potential value by $1.368 million. The office stated that the $90,000 payment represented about 4% of the IT development costs and was deemed fiscally appropriate given the availability of funds to pay claims.

Records show that Maverick Quantum received $1.1 million in fiscal year 2025 and $340,000 so far in fiscal year 2026. The contract was awarded without competitive bidding, a practice that has faced increased scrutiny in recent legislative sessions.

Salary Increases Amid Budget Concerns

In addition to the contract payment, the Secretary of State’s office approved $493,359 in annualized salary increases for 79 employees in August 2025. This decision came shortly after lawmakers questioned agency spending during a State Budget Committee hearing. Most employees received 6% raises, with some receiving increases of up to 28% for senior staff promotions.

The office justified the salary adjustments based on state compensation studies, performance evaluations, and available agency reserves. Despite plans for cost controls and spending reductions outlined in a letter to lawmakers, the office maintained that its salaries are consistent with other state agencies.

Legislative Oversight and Future Considerations

The Securities Restitution Fund currently holds a cash balance of $927,799, with about $800,001 available for use. Chief Legal Counsel Jerry Bonnet noted that the fund has enough to cover claims for the next four to five years, not accounting for additional revenue.

Legislative oversight is expected to continue, with further review of the fund’s spending and contract structure anticipated in future budget discussions. The Secretary of State’s office is also considering additional appropriations requests for fiscal year 2027.

Campaign finance records reveal that Maverick Quantum CEO Vamshi Vaddiraja has donated $75,000 to Indiana political campaigns since 2024, including contributions to Secretary of State Morales’ campaign committee and Governor Mike Braun’s campaign.
