Star Sydney Casino Fined $7.2 Million for Risk Management Failures

The New South Wales gaming regulator has imposed a significant fine on Star Entertainment’s Sydney casino, totaling A$10 million ($7.18 million), due to failures in managing financial crime risks. This decision underscores the importance of robust risk management systems in the gaming industry.

Regulatory Actions and Compliance

The NSW Independent Casino Commission (NICC) not only levied the fine but also required Star Sydney to allocate an additional A$5 million towards enhancing its risk management technology. The casino’s license remains suspended, and it continues to operate under the supervision of an NICC-appointed manager.

The fines follow an investigation by Liquor and Gaming NSW, which uncovered thousands of breaches at The Star Sydney between December 2018 and September 2025. These breaches were identified through the casino’s remediation program and subsequent investigations, with some issues self-reported by The Star.

Impact and Response

NICC Chief Commissioner Philip Crawford emphasized the seriousness of these breaches, particularly those that could expose customers to gambling harm or allow criminal activities within the casino. He noted that many violations occurred before the implementation of more systematic remediation processes, including technology upgrades like carded play.

Star Entertainment has not yet responded to requests for comment. The company recently reported a third-quarter loss, attributed to seasonal factors and decreased revenue from table games.

This regulatory action highlights the ongoing challenges and responsibilities faced by casino operators in maintaining compliance and protecting both customers and the integrity of their operations.
