House Approves Third War Powers Vote to Halt Iran Conflict

In a decisive move that underscores Congress’s constitutional role, the House of Representatives voted 220-204 on Tuesday to pass a war powers resolution aimed at ending the ongoing conflict with Iran. This marks the third such vote this year, with a modest increase in Republican support—seven GOP members joined all Democrats in favor.

Congressional Action and Rationale

Representative Seth Moulton (D‑Mass.), a former Marine, opened the debate by reminding colleagues of President Trump’s earlier promise that the war would last only a few weeks. He urged Congress to “actually ask tough questions, as the Constitution directs us to do, rather than be subservient to another warmongering administration.” Republican Representative Brian Mast, chairman of the House Foreign Affairs Committee, questioned which military assets Democrats would seek to withdraw, emphasizing that Iran remains a continuous threat.

Speaker Mike Johnson, a Republican from Louisiana, highlighted the economic impact of the conflict, noting that gas prices and grocery costs could ease once the war winds down. He expressed optimism that a shift in the conflict’s dynamics could bring relief to American families.

Presidential Veto Likelihood

Despite the House’s approval, the resolution has not yet reached President Trump’s desk, and officials expect a veto. The president has consistently defended the military campaign, arguing that it is necessary to counter Iran’s regional aggression.

Financial and Human Costs

The Congressional Budget Office reported that, as of August 1, the war has cost more than $38 billion and is projected to cost between $2 billion and $3 billion each month, depending on combat intensity. The CBO also warned that inflation could be 0.5 percentage points higher heading into 2027 because of the conflict.

Public sentiment reflects growing fatigue. An AP‑NORC poll conducted in July found that a majority of Americans believe the war in Iran has not been worth fighting.

Political Context Ahead of Midterms

The vote is likely the final House action on the Iran war before the 2026 midterm elections, where the conflict has become a prominent campaign issue. Lawmakers are returning to their districts to campaign, with less than 50 days remaining before voters head to the polls to decide control of Congress.

While the Senate previously approved a similar resolution, Republican senators reversed course after a closed‑door meeting with President Trump, who reportedly berated them for the effort.

Constitutional Balance

The War Powers Act, enacted after the Vietnam War, seeks to limit the president’s authority to engage in sustained military actions without congressional approval after 60 or 90 days. This latest vote reflects Congress’s attempt to reassert that balance amid a protracted overseas engagement.

As the nation watches the unfolding debate, the House’s repeated votes signal a clear message: the legislative branch is prepared to challenge any further escalation of the Iran conflict, even as the president remains steadfast in his approach.
