Geauga County Health Council Weighs Limits on Intervention in Hoarding Cases

  4. Utilize the public‑nuisance provision (ORC 3707.01) to empower the board of health to act, while establishing objective criteria to avoid arbitrary enforcement.

Another proposal considered forming a multi‑agency work group to pool resources from health, fire, police, and social services, creating a coordinated response without expanding any single agency’s authority.

The HDAC concluded with a call for continued dialogue, urging township representatives, property owners, and mental‑health professionals to contribute to a balanced solution. As the county moves toward a decision, the emphasis remains on crafting “guide rails” that protect public health while respecting constitutional property rights.
