Federal Grand Jury Launches Probe into D.C. School Attendance and Graduation Records

Federal prosecutors have convened a rare special grand jury to examine attendance, truancy and graduation records in the District of Columbia public‑school system. The investigation, first reported by The Washington Post, focuses on how the city supervises and safeguards its youth.

Why the Probe Matters

Law‑enforcement officials say the grand jury will assess whether current oversight adequately protects students and prevents the kind of misconduct that previously led to a major graduation scandal at Ballou High School. That 2018 investigation revealed that roughly one‑third of the class of 2017 received diplomas without meeting attendance or coursework requirements.

Scope of the Investigation

Teachers and staff at several D.C. public‑school campuses have already been contacted about student absences, graduation practices and attendance documentation. At least one witness has testified, with more expected in the coming days. The special grand jury, which requires judicial approval, can issue a comprehensive report even if prosecutors ultimately decide not to file criminal charges.

Official Responses

U.S. Attorney Jeanine Pirro’s office declined to confirm or deny the investigation. D.C. Mayor Muriel Bowser’s office emphasized that its priority remains a strong start to the new school year, stating, “We make all school data public and will continue to do so.” Senior prosecutor Steven Vandervelden is reported to be overseeing the inquiry.

Background on Truancy Concerns

U.S. Attorney Pirro has linked chronic truancy to youth crime and disruptive gatherings, warning that authorities could act when teens repeatedly break curfew or skip school. In May, she warned, “We’re coming for you, and we’re coming for your parents,” underscoring the administration’s focus on parental responsibility.

During the 2023‑24 school year, nearly 16,000 D.C. public‑school students—about one‑third of enrollment—were classified as truant after missing at least two weeks of classes without excuse.

Looking Ahead
