Democratic lawmakers hold shadow hearing in Biddeford on ICE shooting death

On July 13, ICE agents were conducting surveillance outside a residence in Biddeford when Durán Guerrero, a Colombian national, allegedly drove his vehicle toward an agent. According to the Department of Homeland Security, the driver failed to stop, prompting the agent to fire in self‑defense. No ICE officers were wearing body cameras at the time.

Democratic response

During the hearing, Rep. Clark described the death as a “cold‑blooded murder at the hands of a dangerous, out‑of‑control ICE agent,” calling it a “despicable moral stain on our country.” She emphasized that the incident was not the result of a warrant or a suspect who had broken any law, characterizing it as a random traffic stop that escalated into “outright murder.”

Other speakers included Maine Governor Janet Mills, Biddeford Mayor Liam LaFountain, state legislators, immigration advocates, members of Durán Guerrero’s family, and the family’s attorney.

State officials seek transparency

Maine Attorney General Aaron Frey’s office issued a statement noting ongoing cooperation with federal authorities and stressing the importance of a thorough, impartial investigation that balances transparency with the integrity of evidence collection.

U.S. Senators Susan Collins (R‑Maine) and Angus King (I‑Maine) have written to the Department of Justice requesting that federal investigations remain impartial and comprehensive. They also urged the Department of Homeland Security’s Inspector General to conduct an independent review.
