Concord Library Accepts 132‑Year‑Old Magazine During Fine Freeze

Concord, N.H. – The Concord Public Library has added a piece of local history to its collection after a resident returned a September 1894 issue of The Century Illustrated Monthly Magazine. The magazine, more than 130 years overdue, was turned in just weeks after the library announced a one‑year freeze on fines for overdue materials.

How the magazine resurfaced

John, a Concord resident, posted on social media that he discovered the antique magazine in his home and, after learning about the fine‑freeze, decided to bring it back to the library. He said he had no idea where the publication originated and that it had simply sat in his house for decades.

Fine‑freeze policy in action

The library’s fine‑freeze, which began earlier this year, suspends all overdue fines for a twelve‑month period so staff can study the impact of eliminating monetary penalties on patron behavior. Under the old policy, the 48,220 days the magazine was overdue would have generated a $12,055 fine. Because of the freeze, John owes nothing.

What the library will do with the historic issue

Library officials said the 1894 magazine will not be placed back on the circulation shelves. Instead, it may be added to the Concord Room, a dedicated space that houses historical documents and artifacts related to the city’s past. The staff plans to preserve the fragile periodical and make it available for research by local historians and genealogy enthusiasts.

Patrons have praised the library’s decision to suspend fines, noting that it encourages the return of long‑overdue items and helps preserve local heritage.
