Casper City Council approves Robertson Road subdivision rezoning for 66 new homes

Casper, WY — On Tuesday, the Casper City Council gave final approval to the Robertson Road addition subdivision, clearing the way for the construction of more than 60 new homes in the city’s northwest corridor. The council’s unanimous vote adopted an R‑3 zoning designation, which permits one‑ to four‑unit residential structures and supports a blend of single‑family houses, duplexes, townhomes and multi‑family units.

Community Development Director Liz Becher explained that the R‑3 zoning is intended to create a gradual transition in density between the surrounding R‑2 and R‑3 districts and the existing Planned Unit Developments nearby. The subdivision will contain 66 residential lots of varying sizes. Because several lots fall below the typical 4,000‑square‑foot minimum for single‑family homes in an R‑3 zone, the council added a condition to the subdivision agreement that restricts those smaller parcels to building types that meet the reduced area requirements.

Infrastructure and traffic considerations

The approved layout includes an interconnected street network with designated turnaround areas to accommodate local traffic flow. City officials determined that the proposed streets and lot configurations are compatible with the existing neighborhood character and with previously adopted comprehensive plans.

Public input and concerns

The rezoning request faced some opposition during an earlier hearing before the Casper Planning and Zoning Commission. Three residents voiced concerns, and two letters of opposition were submitted. Critics cited potential increases in traffic volume and the possible loss of unobstructed views of Casper Mountain. One resident, Cindy Stewart, told the commission on June 11, “I moved here because it was the most beautiful place I could find. I would like very much to appeal to all of you … to know how important it is for me to look out my window every day and be able to see Casper Mountain.” No additional negative comments were recorded at the council meeting where the final vote took place.
