California lawmakers push bill to give Midway Rising project a CEQA exemption

San Diego officials are at the center of a new state‑level proposal that would allow the massive Midway Rising project to move forward without undergoing the full California Environmental Quality Act (CEQA) review. The bill, currently moving through the California Legislature, would let a city‑prepared environmental study satisfy CEQA requirements, effectively granting a wholesale exemption for the development.

Project details and legislative push

Midway Rising is slated to include a 16,000‑seat arena and roughly 4,250 housing units in the Midway District of San Diego. Earlier versions of the legislation sought to carve out limited exemptions for portions of the project, but the latest draft expands the scope to a full exemption based on the city’s own analysis.

Senator Akilah Weber Pierson, the bill’s lead author, was unavailable for comment at the time of writing. Assemblymember Chris Ward, a co‑author, said the measure is being introduced after “years of public conversation” about the arena and surrounding community development. Ward added that he believes the public process has been “over‑exhausted and abused,” and that the bill offers a chance to guide the project forward.

Political backing and opposition

Assemblymember Tasha Boerner, who also represents parts of the Midway District, said she is still reviewing the legislation and declined to answer questions. Senate co‑author Steve Padilla also declined comment.

Democratic Assemblymember David Alvarez and Senator Catherine Blakespear indicated they will likely support the changes. Republican Senator Brian Jones expressed general support for CEQA reform and said he is still reviewing the bill.

Precedent and stakeholder views

The proposal follows a precedent set in 2013, when California legislators streamlined CEQA permitting for the Golden 1 Center arena in Sacramento. Zack Defazio‑Farrell, treasurer and law‑policy member for the San Diego County YIMBY Democrats, said the last‑minute effort makes sense if the goal is to “CEQA‑proof” Midway Rising. He noted that a blanket exemption has been used before, though he has not yet seen the bill’s language.

Supporters argue the exemption will prevent costly litigation and keep the project on schedule, while critics worry it could sideline environmental oversight and set a broader precedent for bypassing CEQA.A public hearing on the bill, which amends previously unrelated legislation concerning human remains, is expected later this week.

Implications for the community

If enacted, the exemption could accelerate construction of the arena and housing, potentially bringing jobs and new residents to the Midway District. At the same time, the move raises questions about the balance between rapid development and environmental stewardship, a debate that has been ongoing among local residents, developers, and elected officials.
