Bexar County Supports H-E-B’s $700M East Side Expansion with Incentives

Bexar County is taking significant steps to bolster local economic growth by supporting H-E-B’s ambitious expansion on the East Side. The County Commissioners unanimously voted to begin negotiations on a $15 million incentive package aimed at facilitating the grocery chain’s $700 million investment at its Foster Road campus.

This expansion is set to bring substantial economic benefits to the region. According to H-E-B’s application, the project will initially create 720 jobs, with an additional 500 jobs anticipated over the next decade. The development plans include a new bakery, refrigerated warehouse, and transportation facilities, enhancing the company’s supply chain capabilities.

The incentive package includes a 10-year, 85% tax abatement on real and personal property improvements, a move designed to encourage H-E-B’s continued investment in the area. Construction is expected to commence later this year, with the new facilities projected to be operational by 2028.

Ben Scott, Group Vice President for Real Estate at H-E-B, addressed the commission, highlighting the strategic decision to expand in Bexar County. The company considered several locations across Texas, including Temple and Houston, but ultimately chose to partner with Bexar County for this significant project.

Scott expressed pride and excitement about the collaboration, emphasizing the positive impact this expansion will have on the local community and economy. The decision underscores H-E-B’s commitment to investing in its home state and supporting regional development.
