Baltimore’s Top of the World observation level, located on the 27th floor of the World Trade Center Baltimore, will continue to operate despite its lease with the State of Maryland expiring on June 30. The city has occupied the 27th floor since the building was completed in 1977, and it has been a popular tourist attraction and event space.
History of the Top of the World
The Top of the World was established after then-Mayor William Donald Schaefer requested that the state allow the city to use one floor of the building in return for the city’s agreement to sell the valuable waterfront property on which the World Trade Center was built. The space has been used for a variety of events, including art exhibitions, receptions, and mayoral press conferences.
In 2025, the state notified the city that it did not intend to renew the city’s lease for the 27th floor, but after facing opposition from civic leaders, state leaders reconsidered and agreed to allow the Top of the World to stay in place. A new lease agreement is currently being worked on, and the Top of the World will operate as usual until it is approved.
