Atlanta expands homelessness outreach during World Cup with city‑wide partnership

As the 2026 FIFA World Cup unfolded in Atlanta, city leaders used the global spotlight to accelerate a long‑standing effort to combat homelessness. The initiative built on the city’s Lift program—launched in 2020 with Partners for HOME—to provide rapid rehousing, food assistance, veteran services and mental‑health support.

Foundations laid before the tournament

Lift 1.0 and Lift 2.0 created a framework for addressing unsheltered homelessness during the COVID‑19 pandemic. Those efforts evolved into the broader Atlanta Rising strategy, which coordinates housing‑stability services across the metropolitan area. One pillar, Downtown Rising, focuses specifically on the unhoused population in the city’s central business district.

World Cup as a catalyst

Mayor Andre Dickens described Atlanta as “a group project.” The World Cup gave that idea a test run. Six organizations—Hope Atlanta, Urban Alchemy, Mend Culture, SafeHouse Outreach, Gateway Center and Partners for HOME—joined forces to create a FIFA‑focused subsegment of Downtown Rising. They set up outreach zones in fan‑fest areas, ensuring that services continued even as crowds swelled.

The coordinated effort produced measurable results. Hundreds of unhoused individuals were connected to emergency shelter, case management and longer‑term housing resources. One notable encounter involved a pregnant young woman experiencing domestic violence; outreach staff, in partnership with law enforcement, safely escorted her to an emergency shelter where she could receive prenatal care and protection.

Addressing homelessness at the airport

Beyond the tournament, the city identified Hartsfield‑Jackson Atlanta International Airport as a recurring refuge for people without stable housing. Hope Atlanta convened a cross‑sector task force that includes the mayor’s office, MARTA, the airport authority, the police department, Partners for HOME and Gateway Center. Funding from The Home Depot Foundation, administered through the Georgia Center for Nonprofit’s Building Collaborative Network grant, is helping move the effort from informal coordination to a structured, systems‑level response.

Officials say the partnerships forged during the World Cup will serve as a blueprint for future homelessness initiatives. The city plans to sustain the momentum, expanding coordinated services and continuing to invest in long‑term stability for its most vulnerable residents.
