Lawrence City Council Approves $56 M 2027 Budget with Boost for Roads and Blight Cleanup

On October 26, the Lawrence City Council voted unanimously to adopt the city’s 2027 operating budget, a near‑$56 million plan that places a strong emphasis on infrastructure, public safety, and responsible fiscal management.

Key budget highlights

• Roadwork funding up 50% – The budget earmarks a significant increase for street repair and maintenance, allowing the streets department to replace aging pickup trucks, add new snow‑plows, and accelerate critical resurfacing projects.

• Roundabout construction – Funds are set aside to complete the roundabout at the intersection of 75th Street and Oaklandon Road, a project expected to improve traffic flow and reduce accidents.

• Blight‑reduction program – A new initiative will target vacant buildings and illegal dumping, helping to restore neighborhood pride and protect property values.

• Employee compensation – City workers will receive a modest 3% salary increase, reflecting the administration’s commitment to rewarding dedicated public servants while maintaining budget discipline.

Fiscal health and surplus

Mayor Deb Whitfield, a Democrat, highlighted that the city is in “much better shape” than in the previous fiscal year. After a projected deficit in 2026 caused by a 2025 state tax‑cut bill that reduced property taxes, the 2027 budget now projects a surplus of $1.3 million. Whitfield attributes this turnaround to a hiring freeze implemented last year and the elimination of long‑vacant positions, measures that trimmed unnecessary payroll costs without compromising essential services.

“We know the fiscal environment will present challenges, but Lawrence is in a stronger financial position because we have made difficult decisions, maintained discipline, and stayed focused on priorities,” Whitfield said in an emailed statement. “With this budget, we will continue to do so.”

Council support and next steps

The all‑Democratic council, with seven members present, unanimously approved the budget. Councilors Liz Masur and Rick Wells were absent but did not register opposition. The council’s swift approval signals broad agreement on the city’s financial direction and the importance of investing in infrastructure that supports families and businesses.

Lawrence residents can expect visible improvements on local streets over the coming year, from smoother pavement to safer intersections. The blight‑reduction program will also involve community volunteers and local law‑enforcement partners, reinforcing the city’s commitment to preserving safe, family‑friendly neighborhoods.

What this means for Lawrence families

For parents and homeowners, the budget’s focus on road safety, reliable snow‑removal equipment, and neighborhood revitalization translates into fewer traffic hazards, more dependable winter services, and a cleaner, more attractive community environment. The modest pay raise for city employees also helps retain experienced staff who keep essential services running smoothly.

Overall, the 2027 budget reflects a balanced approach: prudent spending, targeted investments, and a clear plan to maintain a surplus that can be used for future emergencies or additional community projects.

Looking ahead

Lawrence’s leadership will continue to monitor revenue trends, especially as state tax policies evolve, and will adjust spending as needed to protect the city’s fiscal stability. Residents are encouraged to stay informed through council meetings and city newsletters, where updates on road projects and blight‑cleanup efforts will be shared.
