Swiss voters poised to reject tighter neutrality rules that would bar NATO cooperation

Swiss voters are expected to turn down a proposed amendment that would tighten the country’s long‑standing neutrality by banning cooperation with NATO and preventing the imposition of sanctions on other nations. The latest polling data, released ahead of the Sept. 27 referendum, shows a clear majority opposed to the change.

Polling shows strong opposition

According to a survey conducted by 20 Minuten and Tamedia, roughly 68% of respondents would reject the stricter definition of neutrality put forward by the Swiss People’s Party (SVP). Only 31% said they would support the measure. A separate poll by GFS Bern for broadcaster SRG reported 63% against and 34% in favor.

Both polls indicate rising opposition, with support waning even among traditional SVP voters, said Corina Schena of GFS Bern.

Background on Swiss neutrality

Switzerland’s neutrality has been internationally recognized since 1815 and enshrined in its constitution since 1848, keeping the nation out of both world wars. Veteran SVP politician Christoph Blocher warned last month that the country’s neutral status is under threat after Bern imposed sanctions on Russia following its 2022 invasion of Ukraine.

Arguments for and against the amendment

Proponents argue that a tighter constitutional definition would prevent the government from diluting neutrality and would allow Switzerland to serve as a credible mediator in global conflicts. Opponents contend the initiative would severely limit Switzerland’s ability to respond to foreign‑policy challenges and would weaken national defence. Nearly a quarter of those surveyed in the Tamedia poll also said that refusing to impose sanctions in cases of international law violations could be seen as siding with aggressor states, potentially harming Switzerland’s global reputation.

Previous polling and the upcoming vote

Earlier polls from Tamedia and SRG also showed clear rejection, though at slightly lower levels—62% and 54% against, respectively. The referendum will be the latest test of direct democracy in Switzerland, allowing citizens to decide the future of the nation’s neutrality policy.

The outcome will shape how Switzerland navigates its role on the world stage, balancing historic neutrality with contemporary security and diplomatic realities.
