Young Leaders Highlight Importance of CBCF 55th Legislative Conference in D.C.

From September 16‑20, the Walter E. Washington Convention Center in Northwest Washington, D.C., hosted the 55th Congressional Black Caucus Foundation (CBCF) Annual Legislative Conference. The gathering brought together nearly 60 House members, a handful of senators, and a vibrant cohort of young Black professionals and students to discuss policy, entrepreneurship, and community empowerment.

Conference theme underscores heritage and future

Representative Oye Owolewa, D.C.’s shadow representative and Democratic candidate for an at‑large D.C. Council seat, called this year’s conference “the most important yet.” He warned that the nation faces “record disinvestment in diversity, equity and inclusion” and “national attacks on Black people’s voting rights,” urging participants to organize and galvanize.

The conference’s theme, “Rooted, Ready and Rising,” reflects a commitment to honor past struggles while preparing the next generation of leaders. Owolewa, 36, emphasized that “we have to use our past lessons to guide our future.”

Student voices share personal journeys

Howard University senior Hannah Paige Jackson described how a chance meeting at last year’s conference led to a mentorship with the CEO of The PR Firm, where she now interns and expects to work full‑time after graduation. Jackson, originally from Tuscaloosa, Alabama, highlighted the value of direct interaction with Congressional Black Caucus members, recalling a conversation with Senator Alsobrooks about the GENIUS bill and the growing impact of artificial intelligence.

Mechanical‑engineering junior Tim Little, also from Howard, expressed excitement for the upcoming event. He praised the opportunity to meet senators, government officials, and Black entrepreneurs, calling the conference “a showcase of Black excellence that everyone needs to see.” Little reflected on his high‑school debate experience in Detroit and the legacy of his grandparents, who participated in the civil‑rights movement and SNCC, noting that their example fuels his desire to build a better future for his children and nephews.

Community organizers stress grassroots impact

Kelsye Adams, co‑founder of Free DC, explained that the “Rooted, Ready and Rising” theme means understanding one’s heritage while taking action in neighborhoods. Free DC partners with local groups such as Harriet’s Wildest Dreams and Long Live GoGo, believing that movements thrive when they are built together rather than operating in silos.

Conference occurs amid national policy shifts

The event takes place as the Trump administration continues to reshape federal policy. President Trump has announced that the National Guard will remain on patrol in Washington, D.C., through the end of his term in January 2029, a move he says is intended to protect public safety. Critics have described the deployment as “federal oppression,” but the administration argues it is a necessary safeguard.

Other federal actions cited by conference participants include the elimination of DEI programs, challenges to Black history curricula, and increased immigration enforcement by ICE in communities across the country. These developments underscore the urgency many young leaders feel in advocating for voting rights and community resilience.

Looking ahead

As the CBCF marks its 55th year, organizers hope the conference will not only celebrate five decades of Black political achievement but also equip the next generation with the tools, networks, and inspiration needed to lead. Participants left the 2025 conference with a renewed sense of purpose, and they return this year eager to translate that momentum into concrete action for their families, churches, and neighborhoods.
