West Haven Approves Noise‑Detection Cameras to Curb Loud Vehicles Along Shoreline

West Haven officials have taken a concrete step to address long‑standing complaints about noisy traffic along the city’s shoreline. In a recent city council meeting, Mayor Dorinda Borer and council members voted to adopt an ordinance that allows the municipality to install four state‑approved noise‑detection devices on the waterfront.

Why the ordinance matters

The new ordinance builds on a Connecticut law passed in 2024 that gives towns the authority to use technology for detecting excessive vehicle noise and issuing citations. West Haven already has a local noise ordinance, but the state law provides a practical tool for enforcement.

“The focus is down our shoreline. That’s where we get the most complaints,” Mayor Borer said. Residents have repeatedly reported vehicles with modified mufflers or drivers revving their engines, creating a disturbance for families, seniors, and anyone enjoying the waterfront.

How the system works

The four devices will be placed at strategic points along the shoreline where the city receives the highest volume of noise complaints. Each unit will continuously monitor sound levels and, when a vehicle exceeds a predetermined decibel threshold, a camera will capture an image of the offending vehicle. The registered owner will then receive a citation.

Before activation, city staff will test and calibrate the equipment to ensure accurate measurements and proper threshold settings. Mayor Borer emphasized that the technology is designed solely to detect excessive vehicle noise; it will not record conversations or monitor personal communications.

“It’s just another tool for our police officers,” she added, underscoring the city’s intent to use the system as a supplement to existing code‑enforcement efforts rather than a replacement.

Community response

Public reaction to the plan has been mixed. Meriden resident Xiomairaliz Ayala expressed cautious support, saying, “Maybe in certain areas, maybe where older people live, they should be enforced. But I think it’s a little excessive.” West Haven resident Mark Fournier noted that the impact of noisy traffic varies by neighborhood: “The people that live on the main roads, it bothers them more. I have mixed feelings on it.”

City officials acknowledge these concerns and plan to monitor the program’s effectiveness closely. They intend to adjust decibel thresholds and camera locations if data show that the system is either too lenient or overly punitive.

Looking ahead

The noise‑detection cameras are slated for installation within the next one to two months. Once operational, the city expects a measurable reduction in shoreline noise complaints, contributing to a quieter, more family‑friendly environment along West Haven’s beloved waterfront.

Mayor Borer concluded, “We’re committed to preserving the quality of life for our residents while respecting the rights of motorists. This technology gives us a fair, objective way to enforce our noise standards.”
