Washington tribes divided over Kalshi prediction‑market partnerships amid gaming revenue concerns

Washington state tribal leaders are split on whether to join forces with Kalshi, a federally regulated prediction‑market exchange. The controversy stems from growing anxiety that such partnerships could siphon revenue away from tribal casinos, which have long funded essential services on reservations.

Tribal casinos face basic‑needs gap

Rebecca George, executive director of the Washington Indian Gaming Association, warned that many reservations still lack critical infrastructure. “We’re talking about basic infrastructure, clean drinking water, floors in homes, education rates, healthcare rates, that are ticking in the right direction. But we are still a good 150 years behind our state citizens when it comes to some of these basic human needs,” George said.

Because casino earnings have struggled to keep pace with these needs, a growing number of tribes are exploring Kalshi’s model, which allows each tribe to operate its own branded app while Kalshi runs the underlying exchange. Proponents argue the arrangement could bring new revenue streams to support tribal members and improve living conditions.

Kalshi’s partnership model

Kalshi says its agreements let tribes retain control over branding and customer relationships, while the company handles regulatory compliance and market operations. The firm claims the model is designed to empower tribes, giving them a modern financial tool without ceding ownership of the platform.

Supporters point to the rapid growth of the prediction‑market sector. Reuters reported that Polymarket’s annualized revenue recently topped $1 billion, and Kalshi itself has passed $2 billion in annualized revenue. Those figures suggest a lucrative market that could supplement dwindling casino profits.

Opposition and concerns

Critics, however, caution that the shift could undermine tribal sovereignty. They argue that relying on a private, non‑tribal company for a major revenue source may expose tribes to external control and dilute the cultural and economic independence that casino gaming has historically provided.

George emphasized the need to weigh short‑term financial gains against long‑term self‑determination. “It’s not surprising some tribes are turning to prediction‑market partnerships to secure funding,” she said, “but we must consider the broader impact as prediction markets continue to profit while many tribes are still working to meet basic infrastructure needs.”

Kalshi’s response

When contacted for comment, Kalshi did not immediately respond to requests for comment.

The debate highlights a broader tension between preserving traditional tribal gaming revenue and embracing emerging financial technologies. As Washington tribes grapple with these choices, the outcome could set a precedent for other Native nations facing similar fiscal pressures.
