Vancouver Police Guild Opposes Non-Enforcement Directives

The Vancouver Police Officers Guild has expressed strong disagreement with the Vancouver City Attorney’s Office over new directives that instruct officers not to arrest or cite individuals for certain crimes, including theft, trespass, and drug offenses. The Guild argues that these directives undermine public confidence in the justice system and disproportionately affect vulnerable residents.

Public Safety Concerns

The Guild notes that the policy fails to consider the impact on crime victims, who will not be able to receive restitution without arrest and prosecution. Additionally, citizens affected by substance use disorder or mental health issues will not have access to system-based treatment programs. The Guild also warns that the directives create serious legal conflicts for officers in the field, citing a 2003 Washington Supreme Court ruling that a search incident to arrest is lawful only when a custodial arrest is actually made.

The Guild is calling for transparency and clarity on the directives, stating that officers need clear legal guidance and policies that support both effective law enforcement and public safety. The Guild maintains that residents are not better served by increased drug activity and property crime, and reaffirms that public safety remains its top priority.
