USA Rare Earth Secures $1.6 Billion Funding Under CHIPS Act for Texas Project

USA Rare Earth has announced the finalization of agreements with the U.S. Department of Commerce, securing up to $1.6 billion in funding under the CHIPS Act. This funding aims to support the company’s ambitious plans to establish a domestic rare earth supply chain, a strategic move to reduce reliance on China for these critical minerals.

Focus on Texas and South Carolina

The funding will primarily support the development of USA Rare Earth’s Round Top project in Texas. This initiative is part of a broader effort to create an integrated mine-to-magnet supply chain within the United States. Additionally, the company plans to invest $1.2 billion in a new magnet manufacturing and rare earth metals facility in South Carolina, further expanding its domestic production capabilities.

These developments are in line with Washington’s strategy to increase domestic output of critical minerals, which are essential for various high-tech applications, including defense and renewable energy technologies.

Significant Financial Backing

The agreements with the Department of Commerce follow an earlier announcement that the Trump administration would support a $1.6 billion debt-and-equity funding package for USA Rare Earth. This public funding complements a $1.5 billion private capital raise earlier this year, bringing the total committed funding for the company’s expansion plans to approximately $3.5 billion.

USA Rare Earth’s CEO, Barbara Humpton, had previously indicated that the deal was expected to close in April, and the recent finalization marks a significant milestone for the company. The company is targeting initial production at the Round Top site by 2028.

Market Reactions

Despite these positive developments, shares of USA Rare Earth experienced a nearly 6% drop in morning trade. The reasons for this decline remain unclear, but it highlights the volatile nature of the market as companies navigate the complexities of expanding domestic production capabilities.
